For a project within the framework of
„EACEA“ – Europe for Citizens
Action 2 measure 3

Brief project description:

In Upper Austria a very successful project called „Zeitbank 55+” (“Time Bank 55+”) was worked out. In “Time Bank 55+” people who are not leading a working life and/or older than 55 give neighbourly help to each other in an organized way. Apart from mutual help, sociable activities together are also welcome. These shared leisure activities aim to strengthen social contacts and to prevent people from becoming lonely in old age.

In the planned project “55+: senior citizens help each other – self-organization of local time banks in rural areas” the first experience and results will be evaluated, reflected on and improved. We will also examine how this model can be transferred to Austria’s neighbour countries.
On the basis of the experience and results gathered in this project, the time bank model is to be further developed and implemented in more municipalities within the EU. In doing so, the local conditions that are different in every municipality shall be analyzed by means of a local requirements analysis. The model shall be adapted to local requirements, and possible partners to the cooperation shall be integrated right from the start.

To implement this project we are looking for partners that meet the following requirements:
1. Good contacts, due to community development programmes, to municipalities and political decision-makers in your own country
2. Extensive knowledge of offers in the social sector and organizations of social welfare (care or services for senior citizens) for the target group 55+ in your own country
3. Experience in carrying out EU projects
4. Willingness to create a legally and economically responsible body “Time Bank 55+” in your own country
5. Willingness to assist in creating of “Time Bank 55+” associations in your own country
6. The project language is English or German

Time Bank 55+

Time Bank 55+ is an initiative to preserve quality of life and to promote self-organization and neighbourly help on a voluntary basis.

This association enables people living in a municipality to develop their abilities, to save up time credits for future use and to accept neighbourly help without feeling bad about it.

In the Time Bank 55+ members can offer small services or accept help with everyday tasks.

The working hours are paid by means of so-called “time cheques” that the members receive or can also buy from the association. So it is only possible to swap help for time. For the help they give, members are credited the respective hours on their time account. If members enlist help, they ‘pay’ with the hours from their account. In case they have no time credit left, they may also buy credits from the association.

The Time Bank office is managed by a member of the association. This person coordinates the help, debits the hours from the time account of the person receiving help and credits them to the person giving help.

The Time Bank association is non-profit making, non-party political and non-sectarian. Its main target group are people from the age of 55. However, younger people can also contribute and work in the association. Time Bank 55+ encourages its members to cooperate more closely and in doing so contributes in an important way to increase social awareness and to relieve the public social budget.
