Project description

According to the European Commission “Roma face greater hardship than the rest of the European population; many lack the education they need to find jobs" (Justice and citizens’ rights news, April 2011). Surveys suggest that in many Member States only a limited number of Roma complete primary school. The OSCE have underlined the importance to directly involve the Roma in designing new strategies and monitoring the execution of the current European agenda in favour of their social integration.

The project has the following objectives:

The general objective is to improve Roma living conditions through the enhancement of their social, educative and political integration
The specific objective is to foster the CSOs capacity to identify practices, strategies and actions that are in line and develop the European legislation for the support of the Roma (specific focus will be given on their access to education).

Considering Roma formation as one of the key element to avoid their social and economical exclusion, in accordance with the "EU Framework for National Roma Integration Strategies up to 2020", the following results will be achieved through the implementation of different activities:

1. A survey is carried out collecting data on the organizations, institutions and agencies operating for the Roma social inclusion at regional and/or national level.

1.1 Map at regional and national level agencies, associations, institutions working for the reintegration of young Roma out of the school systems and excluded by the labor market. This activity will be implemented carrying out an integrated survey identifying all the stakeholders that operate in the promotion, protection and support of Roma rights.

1.2 The contacted organizations will take part to the fulfillment of a questionnaire investigating on: the services they offer, the institutional linkages they maintain, the number of beneficiaries they reach and other useful information to understand how the CSOs respond to Roma different needs. This activity can be considered as a first step to promote international awareness on the issue of young Roma out of the school system and the survey will underline the gaps and the strong holds of the civil society actions.

2. A network among CSOs is realized to share best practices, methodologies and strategies for the integration of Roma in the European society (1 e-platform is realized and 4 meetings are hold by the stakeholders at international level).

2.1 Promote a network and an active dialogue among organizations, institutions operating for minorities’ rights protection and representatives of the Roma communities. The network will represent a tool to exchange services, operative methodologies, information and competences among civil society organizations members that contribute to the Roma social and educative inclusion. Furthermore the platform realized will facilitate the monitoring of the effective implementation of the EU strategy (EU Framework for National Roma Integration Strategies up to 2020) related to ensure the access to education of Roma children and youths in the Member States. A grid to verify the current application of the European recommendations for the integration of Roma in the local contexts, where the organizations operate and the Roma communities live, can be elaborated and spread.

3. 7 workshops (each held at national level and lasting two days) are implemented in order to sensitize EU citizens on the political agenda of EC related to Roma social inclusion.

3. Sensitize youths (belonging to Roma population and CSOs) through realization of workshops about the European political agenda and available funds foreseen to eliminate obstacles and discrimination in favour of Roma social inclusion (in particularly concerning access to education and work). The beneficiaries of the course (30 people each class) will be upgraded on current European legislation for the protection of minorities rights and the management of funds dedicated to Roma integration initiatives.

The project will last 12 months and the budget will cover all the costs of the activities’ implementation. Due to the fact that we still do not know the exact number of partners, we are not able to provide you with precise information about the specific budget amount that will be allocated to each and every partner.
