General description of the project:
Festivals and celebrations are an artifact of a community culture. Municipality has a role as a provider of community celebrations that articulate and contribute to the development of a community’s aspiration, values and beliefs. Festivals and other culture events provide an opportunity for people to come together and celebrate. In this way, they contribute to the achievement of municipality’s goals in relation to social equity and cultural vitality.
Mask Tradition festival has been organized for three years already and it is not only a community celebration but also an event which aims to preserve mask traditions as a small but very exciting part of the intangible cultural heritage. It is organized by local community people who are interested in folklore traditions and particularly in mask tradition research and preservation. The event consists of mask making workshops, conference, mask shows, competitions and much more.
This year we had participant groups from our twinning towns in Lithuania, Poland and Estonia. Next year, we would like to also invite groups from other European countries which are interested in their mask traditions and possible development of future cooperation in other areas between municipalities. Mask Tradition festival is a great opportunity for participants to develop new friendships, it encourages sharing ideas and developing creative ways of cooperation.

About us:
Salacgriva Municipality Council is a rural municipality in Latvia which was formed in 2009 joining three towns and their rural territories. There are about 10,000 people living in area. The distance from Salacgriva to Riga (capital city of Latvia) is 100 km.
Salacgriva is located within the territory of the Northern Vidzeme Biosphere Reserve which is significant not only for Latvia but also throughout the Baltic Sea basin. That might be one of the reasons why Salacgriva is the first municipality in Latvia which has signed the Green municipality declaration in order to encourage and promote healthy, economic, natural and sustainable lifestyle and economic activities.
Translated into English, Salacgriva means the estuary of river Salaca – one of the most beautiful and cleanest rivers in Latvia and a particular favourite of both, water tourists and fishermen.
Salacgriva Municipality Council is trying to encourage and support its citizens’ effort to participate in the intercultural dialogue and to develop their sense of European identity. Participation in twinning projects we see as one of the ways how to do it.
Recently Salacgriva Municipality Council got a special award as “the most creative medium size municipality in Latvia”.
