Project Outline

Project Name: Inclusion moves - civic engagement for an inclusive Europe

Project duration: 24 months

Project period: 2013 - 2015

Background

In the European Union (EU), every sixth person had mild to severe disability. That's about 80 million people, due to the environmental and attitudinal barriers often related to a full participation in society and economy will be hindered. For people with disabilities is the poverty rate 70% on average, which is partly due to their limited access to the world of work.
More than a third of the 75-year-olds have disabilities that affect them to some extent, and over 20% are severely impaired. These percentages are likely to rise further as the population is aging in the EU.

Situation

Legal Situation
The EU has with all its organs - have ratified the UN Convention on the Rights of Persons with Disabilities - parliament, council and commission.This makes it applicable European law, the observance by the European Court of Justice can be controlled.
All EU states have signed the UN Convention on the Rights of Persons with Disabilities, set 16 into force.

Measures
On 15 Novemer 2010, the EU Commission presented on the basis of the UN Disability Rights Convention, a European strategy paper for the years 2010-2020: "A renewed commitment to a barrier-free Europe".

Any State which has ratified the UN Disability Rights Convention, under which a national action plan derived from it and to develop local action plans.The implementation of these standards has proceeded differently.

Role, responsibilities and opportunities of local

Municipalities will play a key role. Exactly here where nondisabled and disabled people living together everyday, there is a duty and an opportunity to rethink the process of inclusion, to begin to implement to control it and give all citizens practice with and without disabilities involved from the beginning.

Project Idea

Interested players (if possible multipliers) of the disability and / or local decision-makers from Europe (partner) Local authorities are using the local network "Inclusion in Anhalt-Bitterfeld" a European network on the local level in order for the (initial) design of their to support local action plans to implement the UN Disability Rights Convention.They work together at the same time very specific and competent to implement the European strategy paper for the years 2010-2020: "A renewed commitment to a barrier-free Europe".To learn from each other, and yet the source of innovation methodology and optimal solutions. European co-operation will be experienced at local level and experienced due to a large public participation for many. Other bilateral and multilateral contacts of the network partners are highly desirable.

During the two years of intensive project work to get to know the protagonists. The project jointly developed objectives / tasks / Recommendations connect actors. During the project structures are created and developed forms of communication, the collaboration - enable - over the final out.

Project content:

Together with representatives of European twin towns of the district of Anhalt-Bitterfeld and other interested cities enters the local network "Inclusion in Anhalt-Bitterfeld" in the exchange of experiences on the topics:

• How much is in the process of local thrived equal participation?
• What empirical data are available?
• What does success?
• How is it possible to make this process inclusive, ie include all citizens with or without a handicap from the start (best practice)?

Concretizing in intensive workshops following topics to illuminate:

• democracy and participation (Article 29 of the Convention)
• construction, transport (Article 9 of the Convention)

Worthy of generalization is the basis for collective action recommendations. (Their implementation is accompanied by project completion within the network and evaluated, which may possibly lead to the amendment of the recommendations and / or local action plans.)

Within the project are also held in the host communities thematic meetings between the project participants and citizens

Project objectives

• establishment of a European network "Inclusin" at the local level
• develop joint recommendations for the implementation of the European
strategy paper for the years 2010-2020: "A renewed commitment to a barrier-free Europe" and thus the UN Disability Rights Convention, in particular in the fields of construction / traffic as well as democracy and participation
• international exchanges at local level


Project participants

Participants are practitioners with multipliers (representatives of the league of clubs and associations) who are active in the disability and those affected by these "experts in the matter." Communities in which such structures (still) do not exist, send appropriate local decision makers.

European added value

The project partners would be encouraged to various reasons, the topic inclusion of disabled people to be treated at the European level:

The EU appeals against the backdrop of the UN Disability Rights Convention in its European strategy paper for the years 2010-2020: "A renewed commitment to a barrier-free Europe" expressly together all the Member States, under this strategy, a barrier-free Europe for all.The local level is that which made the major decisions that affect the coexistence of people with and without disabilities (e.g. as infrastructure, participation, housing, child care). Therefore, this should just international (European) exchange experiences and to search for possible pan-European solutions and found the best-practice principles.

Other reasons:
• the increasing desire for mobility of people with disabilities in Europe;
• the start of the internationalization of the local authorities, business and the community work
The members of the project are strong, but not exclusively based on the currently active twinning.The interest in this project was already in the discovery phase to be very large, the participation of other countries upon completion of the project is to be expected.
The module is designed to be able to join other partners to the concept. This provides a network of organizations and institutions work with the disabled and the policy is created that represents a great value for Europe.
The project participants will learn all the relevant structures of the disability and the management structures in neighboring European countries, and develop both language and intercultural continue.
